MI5 warned that bin Laden was planning attacks on morning of 9/11

MI5 warned the government that Osama bin Laden was planning an attack in the weeks leading up to September 11, including the morning itself, a new history of the Security Service discloses.

MI5 hqNewly published memos disclose an escalating concern about the terrorist leader right up until the moment he launched his attacks on the World Trade Centre in New York and the Pentagon in Washington killing nearly 3,000 people.

But the files also reveal that MI5 discounted the threat from Islamic extremism just six years before the attacks and did not believe that America was vulnerable.

The author of the book, Defence of the Realm, has been given access to all of MI5’s files dating back to its foundation in October 1909 in the first authorised history of an intelligence service anywhere in the world.

In a memo from July 6 2001, MI5 said the increase in the number of reports were “sufficient to conclude that UBL [Osama bin Laden] and those that share his agenda are currently well advanced in operational planning for a number of major attacks on western interests.”

Professor Christopher Andrew, the Cambridge University historian who wrote the book, added: “Similar Security Service warnings to Whitehall of imminent attack continued at intervals over the next two months, up to and including the morning of 11 September. The intelligence received during the simmer of 2001, however, did not point either to a major attack in the United States or to an operation based on hijacked aircraft.”

But MI5 had huge gaps in its knowledge about al-Qaeda and later on the morning of September 11, Sir Stephen Lander, then director general of MI5, told Tony Blair, the Prime Minister, that bin Laden was not head of a “coherent unified terrorist structure” according to a briefing note.

In an interview with the Daily Telegraph, Sir Stephen said MI5 had been “slow to get going” on the threat because they were pre-occupied with the IRA and that afterwards they had a “major set to, sitting around a board room table working out how to move on.”

MI5 had opened a permanent file on bin Laden in September 1995, but they believed he was a terrorist financier rather than a leader, adding the source of his wealth was a “mystery.”

In December 1995, a memo to the heads of police Special Branches, said: “Suggestions in the press of a world-wide Islamic extremist network poised to launch terrorist attacks against the West are greatly exaggerated…The contact between Islamic extremists in various countries appears to be largely opportunistic at present and seems unlikely to result in the emergence of a potent trans-national force.”

When Dame Stella Rimington visited the US in March 1996, a few weeks before her retirement as head of MI5, she had never heard the name al-Qaeda, the book reveals.

Nevertheless MI5 scored an intelligence triumph shortly afterwards when they became the first western intelligence agency to gain a recording of bin Laden’s voice.

But a memo from 1999 admitted: “The allied intelligence community does not have a clear view of UBL’s terrorist planning process. Even the most reliably sourced intelligence on this question usually consists of a snapshot of a proposed plan being discussed. Most of the reporting does not make clear how advanced the plan is. It is rare that intelligence has named those who are to take part in a planned attack.”

Later in the summer of 1999, MI5 reported: “Intelligence suggests that while UBL is seeking to launch an attack inside the US, he is aware that the US will provide a tough operating environment for his organisation.”

Unknown to MI5, Britain had already been targeted by al-Qaeda. It was only after September 11 that officers discovered that a Pakistani microbiologist called Rauf Ahmad, also known as Abdur Rauf, who traveled to a conference in Britain in September 2000 to try and buy pathogens from fellow delegates, was a high-ranking member of al-Qaeda.

CIA analyst Michael Scheuer’s recent call for bin Laden to kill more Americans would be shocking if we hadn’t already heard it dozens of times before from other “War on Terror” advocates. “It’s an absurd situation,” Scheuer told FOX News personality Glenn Beck on his program last week. “Only Osama can execute an attack that will force Americans to demand that their government protect them effectively, consistently, and with as much violence as necessary.”

The comments have provoked much shock and outrage among pundits and websites like Jon Stewart and NewsHounds who may have considered him to be on their side. After all, he seemed to be a vociferous and effective critic of the neocons, having authored books like Imperial Hubris and having supported Ron Paul during the 2008 Presidential debates by asserting that 9/11 was merely blowback for American interventionism in the Middle East. With his latest comments, Scheuer is now relegated to the ignoble company of neocon shills like Stu Bykofsky of the Philadelphia Inquirer, who dreamed of another terrorist attack back in 2007 to rally people around the flag (and, presumably, George W. Bush) once again; Donald Rumsfeld, who complained in 2006 that the Bush regime was a victim of its own success in the “War on Terror” and that another terrorist attack was needed to remind people that the war was still necessary; and indeed the entire neocon establishment, who in their 2000 white paper Rebuilding America’s Defenses called for “a catalyzing event like a new Pearl Harbor” to mobilize the public to get behind their goal of projecting American military influence around the globe for another century. Despite his surprisingly unhelpful attempt to clarify his remarks, Scheuer is now—like all of those who have said that terrorism is needed to bring about political support for their idea—a terrorist himself by very definition.

soldierAfter September 11, 2001, a team of elite Delta Force commandos was sent into Afghanistan with an assignment to find and kill Osama bin Laden at Tora Bora — but that mission failed.

The commander of the Delta Force team has now written a book which tells what he says is the true story of what went wrong. He appeared anonymously on CBS’s 60 Minutes on Sunday to summarize that story.

Bin Laden was known to be holed up at Tora Bora on a ridge with an elevation of 14,000 feet. The Delta Force team’s initial plan was to come at him from the direction he’d least expect, climbing over the mountains at his back, but that plan wasn’t approved by the higher-ups. Their second idea, to drop hundreds of landmines along the mountain passes to Pakistan to impede bin Laden’s retreat and then bring in helicopters, was also turned down.

“How often does Delta come up with a tactical plan that’s disapproved by higher headquarters?” CBS’s Scott Pelley asked the commando leader.

“In my experience, in my five years at Delta, never before,” he replied.

The only remaining option was a frontal assault by 50 US Delta Force members plus their Afghan guides — and the Afghan warlord accompanying the commandos frankly told them, “I don’t think you guys can handle it.” A few million dollars from the CIA quickly secured his cooperation, but only to a degree.

The Delta Force leader told CBS that the Afghan fighters went home every night, abandoning whatever territory had been gained that day. “It was almost like it was an agreement, an understanding between the two forces fighting each other,” he stated When the CIA did come up with an exact location on bin Laden, it was nighttime, and the Afghan support was nowhere to be found.

“It wasn’t worth the risk at that particular moment to go up there and play cowboy,” the leader told CBS. “It was better to be cautious, refit, go up there with the entire force the next day and play the battle out as we had planned.” But when he attempted to move on bin Laden the next day, his Afghan allies balked, saying they had negotiated a cease fire with al Qaeda, and even drew their weapons on the Delta force team to prevent it from acting alone.

He knew something was wrong with the official 9/11 story when his army handlers took his squad into a room just in time to watch the buildings collapse. With his demolitions experience, he immediately knew those towers could not have fallen like that without explosives. He went on to serve “with honor and distinction” with the 21st Combat Support Hospital in Mosul, Iraq during the first part of Operation Iraqi Freedom and earned the Bronze Star with V device for valor in combat.

Scooter Libby’s pardon begs the question of what he would have talked about had he been truly faced with prison. Whatever it was, it was important enough for Bush to grant Libby a last-second reprieve so he wouldn’t have to go to jail.

I thought back to something I had tripped upon a while ago, something that involved Libby, which happened on September 10, 2001, the day before the twin towers were struck.

On the CNN site, in a timeline available from this page, I found this stunning entry:

SEPTEMBER 10, 2001 A CIA plan to strike at al Qaeda in Afghanistan, including support for the anti-Taliban Northern Alliance, is given to the White House. Sen. Dianne Feinstein asks for a meeting with Vice President Dick Cheney. The California Democrat is told that Cheney’s staff would need six months to prepare for a meeting.

When I read this, I was stunned on two levels.

First, read that again. The CIA was going to do BEFORE 9/11 exactly what it did AFTER 9/11 – strike at al Qaeda in Afghanistan. Since we hadn’t been attacked yet, 9/11 provided a nifty justification for this plan.

But second, Feinstein is a member of the Senate Select Committee on Intelligence, a group that works closely with intelligence agencies and–ostensibly–provides oversight of intelligence activities. (I say ostensibly because the committee does not know of, and therefore has no option to approve or disapprove all intelligence activities). How could it be that, as the 9/11 Commission report states, when the “system was blinking red” on a possible terrorist attack on the country, and ranking member of the Senate Intelligence Committee comes to say hey, something serious is afoot and we need to talk, the VP’s office could blow off Feinstein by saying they couldn’t review her plans for six months?
